Job Title: Enterprise Architect
Clearance Required: Secret; Interim Secret
Work Location: Washington DC, Partially Remote (3 days a week onsite required)

Position Description/Scope of Work:

Alpha Omega is seeking to identify a Enterprise Architect for work in Washington, DC. We are building an enterprise architecture program (business, service, information, technology, data, and environment) that provides insight into the interrelation of all the different elements that make up our customers organization by developing and implementing the principles, standards, and tools necessary to manage change in a structured and agile way. In developing the transformation roadmap

  • You will bring a demonstrated track record of success leading IT services in large enterprise setting as well as critical skills in developing partnerships, modeling behaviors, and improving team capabilities and leading in a fluid and rapidly changing environment.
  • You are a strategic visionary able to align technology with business priorities to deliver high-value enterprise-wide business solutions, systems, and infrastructures that serve our customers.
  • You have solid track record of successfully delivering large complex projects that align with an identified mission and architecture.
  • You are familiar with architectural design, test and implementation of a cloud-based Enterprise Data Warehouse (EDW)
  • Collaborate closely with the Data & Analytics Functional Area and Enterprise Architect (Division) to develop and implement business processes to ensure the solutions architecture appropriately aligns with data architecture to enhance how customers are able utilize the data, consideration should be given to the following elements:
  • Reduce solution delivery time and development costs by maximizing reuse of technology, information, and business applications Document the as-is capabilities and develop the to-be state
  • Create transition roadmaps to facilitate progress of moving from the as-is to the target architecture
  • Develop ECA IT Strategy in alignment with the Administration, DOS and Bureau's strategic plans
  • Develop and maintain the Target Architecture and technology roadmap
  • Provide recommendations to overarching division governance framework from intake IT demand, assess, monitor, and validate future investment choices based on strategic requests from the business
  • Support personnel for Architecture Management shall be well versed and informed of all systems within the ecosystem and their interfaces and mission in order to design, test and propose major system modernizations for networks, cloud, and solutions.

Responsibilities:

  • Develop, lead, and implement updated and standardized enterprise architecture across ECA and EX/IT to ensure consistency and stability across EX/IT functional areas and IT solutions in line with Department requirements and methodologies
  • Create and maintain a common vision of the future shared by both the business and IT, driving continuous business/IT alignment
  • Create a holistic, end-to-end future-state enterprise architecture process that accurately reflects the business strategy of the enterprise
  • Build agility by lowering the "complexity barrier" an inhibitor of change
  • Increase the flexibility of the enterprise in linking with external partners
  • Develop a proactive organization capable of meeting customer demands
  • Create, unify, and integrate business processes across the enterprise
  • Unlock the power of information, unifying information silos that hinder initiatives such as customer relationship management
  • Eliminate duplicate and overlapping technologies, decreasing support costs
  • Interface with cross functional teams and lead discussions that integrate Enterprise Architecture principles and practices into decision making
  • Define project scope and objectives and develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Conduct project meetings and is responsible for project tracking and analysis.
  • Collaborate with engineers, architects, and analysts and ensure adherence to quality standards and reviews enterprise architecture deliverables.
  • Provide technical and analytical guidance to the organization
  • Direct and participate in high-level enterprise architecture analysis, evaluation, design, integration, documentation, and development.
  • Apply high-level business and technical principles and methods to very complex technical problems to arrive at creative solutions.
  • Evaluates internal functions, business strategies, and IT processes, and suggest improvements.
  • Creates business architecture models to reflect both ECA EX IT's strategies and business objectives
  • Evaluates systems engineering and accounting models for discrepancies and vulnerabilities
  • Ensures the efficiency, security, and support of the organization's goals
  • Provides business architecture and systems processing guidance
  • Reviews methods for compliance architecture, such as data storage, master data management, and change control
  • Suggests ideas to reduce costs to IT and business leadership
  • Possesses excellent technical, analytical, and project management skills
  • Possesses strong communication and interpersonal, leadership, and motivational skills

Required Skills:

  • 5+ years experience
  • Has a deep understanding of business transformation and processes, government organizational structure, and experience in developing briefings and responses to GAO, OMB, and executives within the department
  • Possesses extensive knowledge of and hands-on experience aligning to and creating Business Enterprise Architecture and Enterprise Transition Plans, Service Oriented Architecture, and the Business Strategy and Roadmaps
  • Ability to lead the development of a scaleable Enterprise Architecture Program
  • Ability to align tools technology and process with the Core Business Mission and Business Enterprise Priority architecture
  • Strong communication and interpersonal skills
  • Demonstrated strong collaboration skills across cross-functional teams
  • Demonstrated expertise in systems engineering (SE), including modern software development processes and practices, including agile development methods (e.g., DevSecOps), hands-on experience with software architecture, design, test, and implementation with an emphasis on domain-driven, big data architectures
  • Demonstrated expertise in system architecture
  • Excellent technical, analytical, and task management skills
  • Possesses experience in modeling and graphic representations

Required Certification(s):

  • Zachman Certified Enterprise Architect OR AWS Certified Solution Architect
