Summary:

Goldbelt Frontier LLC is hiring a Program Manager to lead the Promoting and Supporting Innovation and ACF Data Capacity project for the Department of Health and Human Services (HHS)/Administration for Children and Families (ACF) Office of Planning, Research, and Evaluation (OPRE). This is an exciting opportunity to support several functional areas within OPRE's Division of Data and Improvement (DDI) by establishing guidance and tools, administering communities of practice, conducting and supporting novel analyses and data pipeline establishment, and other agency-wide strategic data initiatives.

Responsibilities

Essential Job Functions:

    Responsible for the effective management and administration of work performed under this contract, ensuring that all tasks are performed in a timely, efficient, and cost-effective manner while maintaining the highest quality of performance.
  • Will support key data governance activities and foster ACF's Data Governance Council and Data Community of Practice.
  • Responsible for scoping, designing, and executing data analysis and associated data pipeline development, as well as strategic communications and project management.
  • Will own special projects to develop, sustain, and enable ACF's data and evidence capacity.
  • Establish and maintain effective communication channels with stakeholders to provide regular updates on project status, risks, and issues, and to solicit feedback and input as needed.
  • Identify and mitigate project risks and issues proactively and escalate as appropriate to ensure timely resolution.
  • Foster a collaborative and inclusive team environment that encourages creativity, innovation, and continuous improvement.
  • Provide leadership, guidance, and support to project team members, including mentoring and coaching as needed to develop skills and capabilities.
  • Collaborate with senior management to align program objectives with overall business strategy and priorities.

Qualifications

Necessary Skills and Knowledge:

  • Experience establishing and administering data governance processes and policies within a federal agency context, with highly federated data stewardship and siloed IT infrastructure.
  • Demonstrated ability to lead and motivate cross-functional teams to achieve project objectives in a fast-paced and dynamic environment.
  • Project management training and expertise.
  • Strong communication (both verbally and in writing) and relationship management skills.
  • Strong analytical and problem-solving skills, with the ability to identify and resolve issues and mitigate risks effectively.
  • Proven track record of delivering projects on time, within scope, and within budget, while meeting quality standards and customer expectations.


Minimum Qualifications:

  • Bachelor's degree in applicable field of study or equivalent years of experience
  • Minimum 5+ years as a people manager of technical teams with 5+ members
  • Proven track record of managing complex projects with multiple stakeholders of varying levels of seniority.
  • Practiced with human-centered design and agile project delivery.


Preferred Qualifications:

  • PMP Certification
  • Agile and SCRUM certification

The pay range for this position is $180,000 - $200,000 annually.
