Job Description

The Building People, LLC, has an immediate opening for a Senior (facility-related control systems) FRCS Project Manager (SPM) - DoD. The SPM will join our experienced and growing smart buildings team which touches all markets but will be specifically aligned to the Department of Defense (DoD) market. The SPM will manage large projects and personnel related to the oversight and maintenance of smart building and utility monitoring technology for the DoD. The immediate need is to lead support for a DoD client to operate, manage, and maintain the current IT infrastructure across numerous platforms, as well as assist in defining requirements for future upgrades and enhancements based on operational and customer needs. For this position it is imperative that the candidate have experience in managing large IT projects in the DoD market and must possess experience in facilitating Risk Management Framework (RMF) requirements and procedures. This individual will serve as an On-site Program Manager and be the single point of contact for the client and shall manage the support staff team. This position is located in the Arlington VA area and requires a Top Secret (DoD) clearance.


Required Experience & Skills

  • Excellent verbal and written communication skills, and ability to work with a team
  • Proficient in Microsoft Office Suite or related software
  • Develop and manage all aspects of the project engagement from planning, subcontract and external vendor relationships, communications, resources, budget, change, risks and issues and ensure overall project is aligned to and directly supports the achievement of the strategic objectives
  • Perform internal quality control reviews to ensure project is proceeding according to scope, schedule, budget, and quality standards; analyze issues and troubleshoot problem areas; develops risk mitigation strategies; monitor and track resolution of issues and conflicts to ensure critical path deliverables
  • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Manage the day-to-day project activities and resources and lead the project management team meetings; facilitating troubleshooting as needed
  • Senior level knowledge, and experience with, network management, particularly in the building automation space
  • Oversee the design and deployment of hardware and software programming based on project plans, specifications, and other contract documents
  • Proficient knowledge of DoDI 8510.01
  • At least five (5) years direct experience with Risk Management Framework (RMF) and shepherding new technology requirements through the Authority to Operate (ATO) process
  • At least ten (10) years experience in leading the support and maintenance of large IT systems for DoD clients

Preferred Experience & Skills

  • Experience working in federal and DoD facilities
  • Familiarity with major building systems
  • Experience with facility-related control systems (FRCS)
  • Experience utilizing and integrating the DoD Cybersecurity Framework (CSF) to aid organizational risk management
  • Certification(s): CISSP, CISM, CISA, CAP, IEM/IAM, ISSO, GICSP, etc

Required Education

  • Bachelor degree in related field
  • DoD 8570.01-M/DoD 8140 Certification IAW
  • Project Management Professional (PMP) or DAU Level III PM and Information Technology Infrastructure Library (ITIL) foundation certification.

Place of Performance & Travel

  • This is an onsite position with the client in the Arlington VA area.

Background Investigation

  • Top Secret (DoD) Clearance Required

-Active DoD Secret Clearance with the ability to elevate a Top Secret Clearance will be considered

Physical Requirements

  • Must be able to lift up to 35 pounds at times
